Among the many unsightly graffiti that adorn the exterior of LICH's building on 385 Hicks Street, there is one that says "Impeach Bush." I first showed it here clearly on August 16 of this year.Federal statutes prohibit non-profit groups from engaging in partisan political campaigns. Is this a case of political partisanship, or is it something worse: a willful negligence that drags down an otherwise attractive residential neighborhood ?
